Tire 'buckles' during slow turn

Hello, whenever I turn into my parking spot (90' turn, going slow) my tire(?) feels like it buckles. Kind of like when you see a lady in heels walking and she stumbles. I thought that maybe my tire pressure was too low, but it's now 40 psh and it still happens. Worried it could be something more severe. Any thoughts?

Tight turns in these causes some good scrub on the outside
tire. Part of the problem with the tire wear on them. Normal
for this car.
