I am looking for suggestions for a pair of winter wiper blades. We get a lot of snow and ice in New England and I would like to replace the OEM set that are currently on the car. They tend to streak in the snow

If your OEM blades streak, it's probably that they require replacing. A winter blade has the same blade but a jacket around the arm to prevent ice formation.

Volvo doesn't make "winter" wiper blades.

The Volvo wiper blades should be the one piece curved rubber type without the segmented plastic arms. The plastic arm ones certainly will ice up and freeze more than the Volvo ones. When that happens they would not wipe properly.
Wipers that are not iced up but streaking need to be replaced.
