It's not that it "should" be loose, that's the way Volvo designs it
You can add some small poly bushings to make the engine bar stiff. Many like the way the front end feels with this stiffened up (I do)!

I'll clarify here, I know the strut bar is connected to rubber mounts on both sides of it. My question pertained to the engine mount on the top of the engine that connects to that strut bar. Specifically, is it supposed to be loose and wiggle around side to side easily?

    Thanks,
    Jesse

What year is your car? IF you are referring to the bushing of the upper torque mount, in my case mine is square, yours may be round depending on the year, then i do believe a little side to side movement is okay. It however should not move for and aft. If you want to eliminate movement completely you need to replace the stock bushing with a poly one like what ipd sells.

    Again, NO!
The upper torque mount should NOT move side to side.
Just a little front to back, (rubber only).

    Common?
    Probably not
    IPD sells them
Not a big deal, a 5 minute install. You can always remove them if you don't like the feel

They are well worth the 35 or so bucks.

It's possible, each car is a bit different
If it does vibrate it's VERY, very slight
