I had this problem with my '04. Bad internal seals in the steering rack. There have been a few forum members with the same issue in the past A new steering rack fixed the problem.

Sorry about the late reply Surfercalavera, it was diagnosed and performed by the dealer.
Exactly the same thing used to happen to my '04 when I first bought it. A clean of the PCV system fixed it.
I changed one today, a PITA, but eventually succeeded. There is actually a how-to-do in the owners manual.
This week, 150K Service, Timing Belt, Water Pump, replaced leaky thermostat, rear brakes replaced (pads & discs). Running beautifully. Parts from IPD saved us a bundle of $.
Hi there, my 04 had the same issue. http://www.volvoxc.com/forums/showthread.php?22073-Surging-in-the-steering-wheel
Just checked, IPD, looks like the one for your car is different to mine, and you'll get away with it for much cheaper. A win for you.
Volvo don't sell a gasket for it. My Indie mechanic made one out of gasket paper, but it hasn't stayed water tight. You could give it a try, you might have more success.
The thermostat comes as a complete assembly, with the sensor included. You cannot buy a gasket for the housing, so it is not servicable. I haven't changed one out myself so I can't give you any tips...
haha, I had a strange rattle from the back of my XC. All sorts of scenarios went through my head of what it could have been...turned out to be some lego in my son's car seat cup holder.
Hi Andres, I had exactly the same problem in my '04. After using a fluid treatment for 3000kms, the only remedy was a new rack. As it turns out, there was another '04 (a V70) in the shop the previous...
Welcome. Have a good read of the sticky threads at the top of the forum, especially the FAQ and transmission threads, they cover almost every topic, concern or question for all newcomers.
Definitely the 07 out of those 2, but make sure you go through the service history and make sure it's all done and stamped.
A Volvo dealer should be able to change the language for a small fee. ...
Volvo 1, Civic 0.
Glad no one was hurt.
2004 xc70, 139000km's, had steering rack replaced due to bad internal seals, resulting in a "pulsing" sensation through the steering wheel around long bends. Not great when you're travelling around...
Hi Folks, just a question about oil consumption....
My 04 XC had its 135000 Km (85000 miles) service a few months ago, and it has since traveled 4000 kms (2500 miles). I check the dipstick this...
Hi, a small point, but is the transmission drain plug washer the same part as the engine oil drain plug?
I was thinking exactly that. A compression test will either confirm or rule out this option.
I had this problem a while ago, it turned out to be blocked crankcase ventilation. Is the idle on your car steady?

Our XC70 received a new set of Pirelli Scorpions, and is riding very smoothly.
I'm having the same problem with my steering at the moment when the wheel is at about 1/4 turn. My mechanic says the internal seals in the rack may have gone causing a loss of pressure as the wheel...
I just had a similar problem fixed this service just done. One of the hose clamps at the rear of the engine was a touch loose, but it only leaked as the engine was cooling down. Try giving all the...
From experience, E10 kills fuel pumps. It killed the fuel pump in my old BMW. Also, my wife filled our XC with E10 a couple of weeks ago and gave the car fuel guage sender problems. Luckily it has...
I've had the same thing, it ended up blowing out on the freeway. Check the inside walls for any sign of a bulge.
