Default Axle shaft splined end dry

I just had passenger side axle #4 installed last week by my corner garage. When I picked it up, the tech said he was surprised that when he took out the old one, the end of it was bone dry, with rusty dust on it. He said the transmission fluid and the bevel gear fluid were both just a little bit low, but nothing drastic.

Is this normal? Is the splined end of the axle somehow separated from the gears that drive it? He was concerned, but it seems like something bad would have happened by now if it was really a problem - the car gets a lot of miles on it every week.
