vBulletin Upgrade

OKI... We're all upgraded to the latest version of vBulletin. Shouldn't be too much different an experience, but should be a little faster and a few small feature improvements. Also makes administraition easier, hopefully in an effort to ease the spambot issue Art and I have been dealing with for the past few weeks.

Please post here if you have and problems with the new software!
