Rear Fog Light?

Have just added 50 miles to my first Volvo ever - a 'brand new' 2002 XC70. A friend behind me told me that my left side tail light was much brighter than the right? After purusing the manual figured out that one of the panel switches turns on a "rear fog light". Is mine always on? Pushing the button lights an LED indicator in the switch, but no change with the rear light brightness. So far - love this car.

The rear fog lamp is at the left of the taillamps I believe. It shouldn't be always turned on. And if the rear fogs were not on when you notice a dimmer side of the taillamps. It might be a bulb problem.

Turns out that there was a relay plugged into the wrong position. Not only was my rear fog light always on, but the reverse lights were always out!
