I have noticed that the (guessing here) the magnetic lock inside the gas tank cover is not working/missing.

Has anyone replaced this before?

Seems easy enough, two screws that 'look' like they are holding the lock piece.

magnetic lock inside the gas tank cover is not working/missing.

It's not magnetic, it is a solenoid operated pin that latches into a ring that's on the gas door.

It does not lock immediately when you lock the doors, there is a delay (to allow you to lock the car and be able to put gas in)

If it's failed with the solenoid retracted (door unlocked) is that a problem? I mean, is fuel theft a big concern in your area?

Worth spending $120 on a new solenoid?

This is the part: https://www.fcpeuro.com/products/volvo-fuel-door-lock-solenoid-s60-v70-xc70-s80-xc90-genuine-volvo-30612856

Are you: 1. certain the old one has failed? and 2. certain that it's worth fixing?

I need to verify again if it is extending when the doors are locked, it is definitely retracted when unlocked and not using the button.

My fuel door latch has been broken since I got my 2002 v70xc. I wasn't even aware there was a solenoid involved with these. I haven't had any worry of gas theft and planned on rigging a small bungie or something to keep it shut. The door swings open sometimes.

It will stay shut if you replace the spring. They're cheap, and a common failure point. It may be the spring mounting point in the hinge that's broken, and the hinge is a common failure point.

$20 and 10 minutes, tops. Easy.

Listen to Astro14 and make sure your issue isn't a broken fuel door hinge. The 2 plastic tabs holding the metal spring clip can break off and leave your fuel door flapping with no tension. Here's a vid showing a fix using two small screws to take the place of the broken tabs. FWIW, I used one screw holding the metal clip in the center:

Buy and install the hinge kit and be done with it

WRT the fuel door hinge, if you live in the US an inexpensive replacement is available for $22 from 1A Auto here in Massachusetts. It's an identical replacement for the original Volvo part which is easily removed, after which you can install the new plastic base onto the body. The part is currently out of stock (https://www.1aauto.com/volvo-fuel-door-hinge/i/1abmx00101) - I got mine this week and installed it yesterday. 1A also provide an installation video - there's a link to it on the part web page.

Or, you could spend $13 for the OEM door hinge at IPD. Throw in another $4 for the spring, might as well...

And, they have it in stock...

It failed 3-4 years ago such that door stayed permanently shut. Oh my.
Drove by a dealer service which quickly deactivated the lock, so now no active lock mechanism, which is an unneeded precaution in these parts in these recent days.
