No blower fan & blowing fuse

Hello, I have a 1998 V70 and the fan stopped working (all else is OK) and the fuse (under the hood 25A) blows as soon as you turn the fan switch to on.
Could this be the fan or?? Does anyone know how to test the fan other then seeing if it spins freely? Or any where else to look?

Unplug the wiring to the fan (at the fan) and see if it still blows the fuse when power is applied (i'm guessing you have manual climate versus ECC)
