Is there a resource where you can use a valid VIN to get maintenance or other history of a vehicle, other than paying a fee to use Carfax?

There was some website on Ford url, but i don't remember if that was for warranty or what!

I can get you VOLVO WARRANTY work only, not any general service history from Volvo or an independent mechanic and no one else can either unless the independent belongs to the Carfax list of shops

Isn't there a way to get service information (some, when it comes to computer readaptation/changing internal variables or constants) from the onboard computers? The car manual mentions this option done by the dealership.

JRL is correct.
I tried to get the same myself and not all service information is synchronised on a server.
I did however find who was the first owner and where and when the car was delivered to.
