Just picked up a used xc-70 with HID's....Looks like maybe the pass side has been replaced...
The pass headlight turns on and functions properly though its kinda bouncy
is there anything that can be done ?

Bouncy as in up and down or brightness?

2004 w/ HIDS?
The 2004 should have reflector HIDS and not projector HIDS. I have found it is quite easy to break the adjustment screws (or back them out of the connection points) for the headlight assemblies.
Is it that the beam vibrates when you go over sharp bumps? If so, you have broken adjustment screws or screws that have backed out of their attachment points.
The best solution is to remove the headlight and determine whether you can find the attachment point and whether it is broken or not. You can try contact adhesive or Zip tying the assemby inside the headlight, but I have not found this to be effective. You may need to live with it or start looking for a used assembly.

Up and down at idle and while driving...Very easy to make it bounce by hitting the glass...
i adjusted the lights as much as i could,guess it's time to take it apart
