CEL light - EVAP issue

I just failed state emissions inspection . I pulled code P0446 with Actron reader . EVAP vent control circuit malfunction . There have been no noticeable issues insofar as daily driving but in the past 30 days I have filled the fuel tank 4 times and each time upon trying to restart the engine would sputter and stall . I have checked the gas cap and the seal appears fine . Should I check the purge valve ? I would like to fix this myself before I hand cash over to my indy mechanic . Any help in resolving this would be appreciated .

Thanks JRL . I failed to mention my indy performed smoke test last month and no leaks were found . I could not afford to pay the man any more diagnostic on VIDA . The CEL disappeared after this service but came back on last week .
