Upsolute tune

Is it a ECM upgrade or they will solder a chip or something?

I think they solder.
You have to be really careful when modifying a 99 and newer Volvo.
I would stick with one of the "big 3".

Based on experience from others on VW/Audi forums I frequent... stay away from Upsolute.
