Sputtering and Elevated Idle during Cold Starts

My 2001 XC70 is sputtering and the idle raises to 1500-2000 RPM for 10-20 seconds when I start it in cold weather (30F and lower). It runs fine after that. Any ideas what this could be?

Do a chemical clean of the throttle body. This will also clean the AIS motor. The AIS acts like the old fashion choke used to raise idle when cold then steps down as the engine warms.
