From the TireRack site on UPS charges:
------------
IMPORTANT INFORMATION — PLEASE READ! CANADIAN ORDERS:

The sales taxes and duties included in this order are collected on behalf of the applicable Canadian government agencies. No additional taxes, duties, or fees will be collected by UPS Canada upon delivery of this order.
Delivery may be delayed by customs procedures-----------
Which means, NO MORE BROKERAGE FEES charged when they're delivered. Tirerack now charges brokerage, duty, AND gst on all Canadian orders. That way UPS doesn't have to charge you for it at your front door at 3X the cost.

For example, a set of brake rotors from TireRack:
Shipping: $28.08
Excise Tax: (https://www.tirerack.com/cart/excise_tax.html) $0.00 GST: $4.20 PST: $0.00 Duty: $4.20 Provincial Tire Fee: $0.00 Brokerage Fee: $0.00 Grand Total:

$100.98

THAT is GOOD news. :)
