Head Light Wiper?

My driver side head light wiper is acting up. It basically does not move at all and is frozen in the 12:00 position. The other wiper works fine. The driver side wiper appears to be locked up. Not sure if it is a power failure ot the wiper motor or something else.

How does one service the wiper motor?

I had a "stalled" headlight wiper on my '01, and a body shop wanted to replace the motor. My regular indie mechanic worked a few seconds of magic and got it going again flawlessly. He said there's a kind of reset function, but I didn't get any details.
