Every model year has its issues and quirks. I am moving from a P-2 where 2001 was a disaster and 2007 pretty solid and reliable.
Of this series, what is the best year to consider up until 2014.

Our family owned a 2002 V70XC disaster (transmission failure just after the warranty expired - and that was just the beginning), We replaced it with a 2012 XC70 T6 (CPO). My gut says 2012 and newer. I think folks will agree it takes a few years of production for mfrs. to iron out the quirks of a new model. The power of the T6 was upped starting in 2012. The car has City Safety (standard, I believe). Not sure when that was phased in.
Warranty issues included a flaky fuel gauge which dealer repaired by installing new (re-designed) fuel tank, sending unit, etc. and a failed battery. There is a weird glitch in low speed acceleration (which doesn't bother my wife - who mainly drives the car - at all). Dealer says this is normal.
The 2012 is a solid and comfortable car. I like it and I think reliability has been greatly improved. BTW, Volvo offered Safe & Secure extended warranty/included maintenance, replacement of wear items on some of these cars. If you have the VIN, Volvo HQ can tell you whether a car you are thinking of purchasing has the program (which extends to 5 years and 50 or even 60K miles). Safe & Secure is transferable.

I've owned several XC70 over the years and my recently traded in 2012 XC70 T6 for a 2016 XC90 T6 was the best Volvo I owned. It had not one issue in the 4+ years. I installed Polestar in it by Volvo when it arrived at the port and it always amazed me how well the car drove and accelerated when required.
