Different engines
These two T5 engines are completely different - the S60 T5 was the Volvo 5-cylinder whereas the engine installed in the 2012 XC60 T5 is the Ford-based 4-cylinder engine. My experience with these two engines are similar to yours, i.e. on paper they appear to have the same power but the Volvo unit just felt so much stronger in the way it delivered it's power, but not to extent that I felt that the Ford-based unit has "no power". Also keep in mind the not inconsiderable mass difference between the S60 and the XC60 ...!
So I suspect that the problem lies with the turbo - and most likely with the turbo valve. This is the valve that opens the waste-gate when the boost pressure becomes too high, and is relatively inexpensive to test and replace.
If it was the Volvo 5-cylinder I would recommend the IPD heavy duty turbo valve, but unfortunately that may not fit the 4-cylinder engine. Search the forums or brave your dealer ...
