Circlip.
But if you're worried about the seal, you can always do that too.
Doub it is the seal. The circlip not only aids in holding the axle in place, but also prevents the ATF from slowly dripping out. Make sure you install a new one.

Sounds like binding brake caliper... get someone to listen while you drive around parking lot at low speeds to identify which one. Could also be bent brake shield, but sounds more like binding...
