What about a turbo diverter valve failed? Mine was line that on my VW and sounded like a duck call. Or perhaps a vacuum line disconnected or chafed?
I don't think that you have to remove the bumper. At least on my 04 I didn't and I was able to test the pump and swap leads etc. from underneight.
